Mode 4 commitments are derived from the I-TIP New Zealand GATS commitments dataset and mapped to the linked scheduled service pages in this project.

Under the GATS, Mode 4 is presence of natural persons: the service is supplied by individuals from one Member who enter the territory of another Member to provide it temporarily. In this project, that means attention to movement of people rather than movement of the service itself.
