Mode 2 — Consumption abroad

Mode 2 commitments are derived from the I-TIP New Zealand GATS commitments dataset and mapped to the linked scheduled service pages in this project.

Under the GATS, Mode 2 is consumption abroad: the service is supplied in the territory of one Member to a consumer from another Member, with the consumer moving to where the service is delivered. In practice, that covers travel-linked, study-linked and other services bought abroad by the user rather than delivered into the user’s home market.
